What we are seeing in fraud cases is a movement away from charging the company. Looking back at Enron we can understand why the government is moving away from this practice. The CPA company that was charged went out of business and put many people out of work. Later the conviction was reversed, but the company was still dead.
While companies are investigated they're also specifically going after the individuals who are involved.
